The 37th National Assembly for Peace and Democracy Resolutions for 2007 ZENKO Tokyo Conference International Resolutions
In solidarity with the people affected by war and other forms of conflicts, peace advocates like IFC and other peace movements are gathered here today in order to create a society which is consistently peaceful and democratic, countering war-mongers of the world. Let us advance our struggles even further, uplifting the value of humanity, in confrontation of global capital that will return profits to themselves by killing people.
We have socially expanded the movement in solidarity with IFC and accomplished a splendid achievement of launching the satellite TV Sana through the power of the movement. Birth of the media that can send out to the world truths of Iraq will push our history forward to the termination of Iraqi occupation.
The situation in Iraq has reached the worst level after four years since the start of the invasion and occupation of Iraq by the U.S. and its allies. The attack and invasion of Iraq was an act carried out by global capital in order to grab oil. It is a savagery that would destroy international law. Rapidly increasing is the number of civilian casualties, violations of women’s human rights, and victimized children, under a situation where Political Islam terrorizes and attacks innocent citizens, and the U.S. military continues the counterinsurgency operations with an excuse to subdue violence by Political Islam. There is no time to be lost before settling this catastrophic situation. Ending the occupation of Iraq is a task that stands at the forefront of struggles against the global capitalist agenda to dominate by waging wars. If we accomplish the task, it would become much more difficult for global capitalists to exercise their military might which is the source of their power.
In the face of an obvious failure in the occupation, the Bush administration is too eager for success and increased its troops by 30,000 to conduct its biggest operations since the start of occupation. But it is obvious that he is driven to a corner.
In the U.K., Blair who was the closest ally of Bush and a staunch supporter of the Iraq war was forced to step down and to agree to the partial withdrawal of British troops. Furthermore, the solution of nuclear issues of North Korea and Iran, which Bush once called the Axis of Evil, are being pursued through diplomatic channels as seen in the peaceful progress made by the six-party talks. Bush’s unilateralism has failed.
The Poll to support Bush has plummeted in the U.S. The U.S. Congress did not approve of the bill to allow further funding of the war in Iraq, and on July 12th, the House of Representatives passed a law to pull out the U.S. troops from Iraq. More and more voices of discontent over Bush's failed Iraq occupation policy can be heard even from among the Republicans. Bush cannot maintain the Iraq occupation without exercising veto power. Though Bush started the Iraq invasion at his own will, the international situation has been so forged that Bush can no longer have his own way. The Abe administration of LDP in Japan suffered a crushing rout in the Diet’s Upper House election, losing its majority in the Upper House. He had no other choice but to reshape his policy of extending the period of deployment of SDF in the Indian Ocean.
IFC carries forward the struggles to end the occupation without relying on arms, and stands at the forefront of the movement to realize a secular, non-ethnic, peaceful, and democratic Iraq. This is a hope for the people of the world who suffer from oppression by neo-liberalism . IFC, which is propelling the movement of peace and democracy, gives a hope for social transformation to those who suffer from neo-liberalist policies in the world.
Satellite TV Sana started its official broadcasting on April 24th, with a full potential to dramatically expand the influence of IFC. It is an unprecedented TV station realized through donations coming from people around the world, Japan included on top of the list. This TV enables Iraqi citizens to know both domestic and international struggles against the occupation. People will find a vista toward peaceful and democratic society by knowing the work of IFC, and will be empowered to change from inside Iraq.
It is an urgent task to internationally support and publicize Sana TV which can expose to the world savageries conducted by both occupational forces and sectarian militia.
Our vista lies in the movement to struggle for peace and democracy taking the responsibility for the future, confronting global capital which will stick to profits till the destruction of the humanity.
Let us internationally expand the struggles to expel militarism from our localities, and end for ourselves the war-waging system of global capitalism.
We resolve as follows; 1. Launch an international campaign to condemn the assassination of Mr.Abdelhussein, the Head of IFC Safety Force on the 4th of July, and assaults on IFC headquarters, committed by the U.S. military and the Iraqi National Guards, and the assassination of Prof. Mohamed Jassim, staff of Sana TV Baghdad studio by sectarian militias on the 3rd of August. Stage internationally coordinated protest actions on the 4th of every month. Hold the U.S. administration responsible for these assassinations and other war crimes.
2. Launch an emergency fund raising campaign and raise 10 million yen before the end of the year. This is to protect Sana TV from the threats of attacks and assassinations on IFC, to cover the extra-cost spent on relocating IFC office and TV studio and increasing body guards. For the sake of the security of the family, relocation of their houses was unavoidable, which caused a huge sum of expense.
3. Support the struggles of IFC to end the occupation without resorting to arms, and to construct a secular, non-ethnic, peaceful, and democratic Iraq. Strengthen international movements in solidarity with IFC, and bring a success to the first IFC Convention.
4. Enhance international solidarity to end the occupation of Iraq. Join the massive actions both on 27th October, which is initiated by UFPJ as globally coordinated actions to end the occupation. Furthermore, organize actions in March, 2008, when we will see the 5th anniversary of the start of the war in Iraq, to strengthen international solidarity. Win the immediate withdrawal of all the occupational forces including the U.S military and Japan Air Self Defense Force.
5. Publicize and spread Sana TV in order to send out truths to the whole world, and accelerate the international trend toward ending the occupation. Financially support the stable running of the station.
6. Join actions, in solidarity with a campaign staged in the United Nations in November, to demand the cancellation of enshrinement of Korean war victims at war shrine, Yasukuni.
7. Internationally expand the campaign for peace building in the establishment of Non-Defended Localities or Peace Zones/peace communities, which will expel militarism from our local communities, implementing the principle of distinction between civilian population and military personnel postulated in the international humanitarian law.
8: Realize de-nuclearization of Asia, stop realignment and reinforcement of the U.S. military bases, and win the removal of military bases.
9. Eradicate poverty and create peaceful communities worldwide by; 1) re-channeling the national defense funds to people welfare programs and livelihood 2) forming citizens’ peace network by international solidarity cooperation between Japan and the Philippines (I-Scope).
